Srinagar, May In a startling revelation, Executive Engineer PHE Division Handwara has been accused of floating tenders for the already existing works, forcing Governor administration to launch a probe . The concerned Xen who is basically an Assistant Executive Engineer and holding the charge of Executive Engineer from last two years in the division, is in the eye of storm for allegedly allotting the works to blue eyed contractors while closing doors for others only to allegedly mint money.
RNA has accessed a complaint filed by a former minster and local National conference leader Chaudary Mohamad Ramzan which he has lodged against the Executive Engineer with Advisor to the Governor K.K Sharma making disturbing accusation which if proved, would turn out to be a huge Scam after infamous Handwara PHE Scam which is currently in the State’s High Court after a renowned journalist Javid Zarger filed a Public Interest Litigation urging it to probe the multi-crore scam.
“As already discussed with you the concerned Executive Engineer namely Mr. Najeeb who is substantively an Asst. Engineer has recently invited fresh tenders ( through e-tendering) for dozens of such works worth 40.00 crores which have already been executed in the field during previous financial years. The e-tendering for these works has been made for balance work which is not a fact.” reads the complaint of the former minster which has been accessed by RNA.
The former minster has accused the Executive Engineer of allowing only those contractors ( very technically ) to sit in the tendering process with whom he ( xen) was in ‘ hand in glove’, whereas other contractors were being threatened for competing in the tendering process.
“It is also brought to your kind notice that besides bungling the funds earmarked for execution part, bungling in the departmental stores including piper material of all dia’s and fitting items worth multi- crores is also carried out by showing entry only on papers and all such material is already stocked in the premises of two to three contractors.” alleges the complainant , adding that “the material was being sold in the open market and the question of using these pipes in the water supply schemes meant for common public does not arise at all”.
RNA has learnt that sensing the gravity of the allegations made by none other than a former minster, the advisor to Governor K.K Sharma wrote to Commissioner Secretary PHE, asking him to ask Chief Engineer PHE, Kashmir to probe the matter and submit the report.
“This is a complaint from a former minster. Look into this, and ask CE to send a report.” Advisor wrote to Commissioner Secretary PHE, a copy of which is lying with RNA.
Eventually according to sources, after getting directions from the Secretary. Chief engineer PHE, Kashmir Abdul Wahid Sunday along with a team of experts visited Handwara to reportedly ascertain the facts. The chief engineer is understood to have visited many places to get an on- field idea of the situation so that a detailed report is submitted to the Advisor in a couple of days.
Chief engineer however, denied that he had gone to Handwara for a probe, instead insisted that this was a routine tour to take stock of the ongoing works.
“No, I had not gone there to probe the allegations. This was my routine visit only to take stock of the ongoing works.” Chief engineer Mr. Abdul Wahid told RNA. When asked has the report been submitted to advisor regarding the complaint, Mr. Wahid said, that the same has been forwarded to Superintending Engineer who would verify the facts and get back to him. It is however, another matter that PHE has no SEs in Kupwara, Sopore and Srinagar from last many months, therefore one fails to understand to whom the Chief Engineer has forwarded the complaint in the SE office. ?
